Britain today committed to launching a clean energy revolution which will create
thousands of jobs, help reduce carbon emissions and if delivered confirm the
country's position as a world leader on climate change. These developments will
put Britain in pole position for the
transition to a low carbon economy expected by the middle of this century.

As much as
any announcement from the EU can generate enormous anticipation, the proposed
renewable energy targets for member states has been eagerly awaited by our
climate change team. It's been pretty much public knowledge for some time what the
target for the UK is expected to be but never the less, being told to produce 15
per cent of our energy from renewable sources by 2020 will necessarily kick-start
a clean energy revolution - currently our renewable energy total is less than 3
per cent, just behind Malta in the EU league table.

Yet more
questions have been raised in political circles about biofuel targets.
Following last week's statements from the European environment commissioner,
Defra's chief scientist and the Royal Society, a parliamentary committee has
released its own report which says that pursuing mandatory targets without any
form of sustainability criteria attached is not a good idea.

We could be witnessing a seismic and very exciting shift in how UK and EU policies on biofuels are being perceived in official circles. Both the EU Environment Commissioner and Defra's own chief scientist today went on record to say that current plans to vastly increase the amount of fuels such as bioethanol and biodiesel might need to be reconsidered.

The environmental credentials of "first generation" biofuels were today thrown
into serious doubt after the European commissioner, DEFRA's chief scientist and
the Royal Society all expressed concern over their sustainability and
effectiveness.

EUROPEAN environment ministers are today expected to ditch plans to place caps on aviation emissions - the fastest growing source of global warming gases.
Instead, airlines such as BA are expected to be handed permits to pollute, with the chance to buy more permits from outside the airline industry in order to increase their emissions.

Commenting on today's announcement of a proposed new EU law on car emissions, Anna Jones, transport campaigner for Greenpeace, said:
"These Brussels bureaucrats must be driven to distraction. They should hang their petrol-heads in shame at their kowtowing to a car industry seemingly obsessed with wrecking the climate.
"The EU has let car manufacturers speed off with a weak proposal that lacks any long-term standards and offers an open road to overweight gas-guzzlers."

The UK government's position on energy inefficient lightbulbs was thrown into doubt today after its Irish counterpart announced legislation to introduce mandatory efficiency standards for light bulbs which will see them banned by the beginning of 2009.
